Everyone knows by now that Arne Duncan, US Secretary of Education visited a North Kingstown school on Nov. 2. The Providence Journal posted a video clip of NEARI’s president Larry Purtill welcoming everyone to that meeting. He took great pride in “hosting” this opportunity for educational support personnel to speak with Mr. Duncan about the state of public education, particularly in RI.
I found it ironic that Mr. Purtill and Mr. Duncan know very well the conflict between the union’s position on education reform efforts and Mr. Duncan’s “Race to the Top” yet everyone politely avoided those differences during that meeting. The “Race to the Top” provides huge financial incentives to school systems that implement educational reforms to improve student achievement.
Certainly there is a time and place for everything. But, given the dire economic circumstances in our state and the generally mediocre performance of our public school students, one would have thought that “getting to the heart of the matter” may have provided more meaningful discussion.
For example, the US Department of Education is imploring school systems to take steps necessary to have highly qualified teachers in every classroom, to evaluate teachers’ performance in a meaningful way and to be accountable for the achievement levels of our students. Those reform measures include a pay for performance system. They include significantly more instructional time.
The RI Board of Regents has responded with reform efforts that will help school departments. Commissioner Gist has notified every school department in RI that a new process of filling classroom vacancies must be in place by July, 2010. The process mandates that seniority may no longer play the pivotal role it has for so many years in our school departments. That certainly creates a solid foundation to achieve Mr. Duncan’s long-overdue educational goals.
The East Providence School Department has already recognized the research-based reform measures that will, over time, directly improve our students’ achievement levels.
That “Race to the Top” has already begun in East Providence.
But, what about the irony I mentioned?
Well, with “Race to the Top” funding the East Providence School Department will have increased financial resources that will directly impact our students’ needs over the long haul. The East Providence School Department is precisely the example that RI needs to “win” those funds; funds that are awarded only for actually running a school department that is student-centered.
Yet, NEARI continues to dig in their heels. They refer to our East Providence School Department as a “rogue” district, a precedent-setting school district that they fear, in their words, “other school districts will follow.”
Their interest appears to only be about the money. Not the students. This became very clear when they lobbied the General Assembly for binding arbitration and perpetual contracts. So much for education reforms. Their only interest seems to be in maintaining the status quo.
I wonder if Mr. Purtill has told Mr. Duncan about NEARI’s lobbying efforts.

This proves that Secretary Duncan knows that in order to get the needed TRUE reforms for our education system he has engaged the leadership of the 2 big teacher unions.

from 2002-2005: there were 410 teacher contracts negotiated, only 10% (42) went to arbitration!
Of the 1,313 Municipal Union Contracts negotiated, only 4 %(57) went to arbitration.
These are HARD FACTS

This school committee and city council are the best we have ever had. They don't bow to the unions as was the case in the past. BINDING ARBITRATION LAWS COULD BANKRUPT CONNECTICUT!

As municipalities struggle to find the money to support their budgets they are faced with the realization that 85% or more of local property taxes are dedicated to supporting union salaries and benefits, which are, in turn, driven by State Binding Arbitration laws. They also struggle with the fact that many management rights, due to Binding Arbitration, have been transferred to the unions. From the unions dictating the size of classrooms, to the control of town cars, to the number of fire stations which must remain open, to the work schedule of police which results in the build up of overtime which is factored into their pensions, neither the Governor nor town officials can control their budgets or the taxes we pay until Binding Arbitration Laws are reformed.
Minimum funding requirements to local Boards of Education are due to sunset in 2009. However, this funding requirement may be extended by the legislature which could explain why many teachers unions have refused to give concessions even though many of their students are witnessing the effect of unemployment in their own households.
When Governor Rell introduced her budget with no tax increase she asked the State Legislature to give her what she and town leaders needed in this economy to control their budgets and their personnel. The Governor asked for reform of State Binding Arbitration Laws. She asked specifically for, and I quote: Suspension of binding arbitration requirements for two years while we confront our economic troubles. At the end of the two-year suspension, I propose that we limit mandatory subjects of binding arbitration to salaries and benefits only.
The Federation believes that many more reforms to Binding Arbitration must be made but we endorse what the Governor has requested as an initial effort toward reform. The Governor also asked the Democrat-controlled State legislature to reject the $86 million contract for 5200 state employees driving some salaries to a 6% increase in wages.
As we stand here today, all three of Governor Rell’s requests have been ignored by the Democrat-controlled legislature. The 5200 member union got their raise and her two proposed reforms to Binding Arbitration have been ignored.
With the Federal government sending Connecticut $745 million for education and millions more for other projects, more government employees will be hired and fall under union contracts. There is an obvious concern when this federal money is depleted as some ask the question - Who will fund these new hires? The answer is simple – local and state taxpayers!
Binding Arbitration laws exert an unhealthy power by government sector unions over taxpayers and those public officials who are not intimidated by the unions and actually want to do the jobs they were elected to do. The Governor attempted to do her job – she produced a no tax increase budget but wanted help from the legislature through binding arbitration reform. Without the two year suspension of binding arbitration laws as requested by the Governor, the end result was the State unions receiving a no layoff guarantee for two years while the state anticipates a near $8 Billion deficit for 2010-11.
Taxpayers, the Governor, and the CEO’s of the 169 towns are held hostage to union contracts. Either the wage increases are paid or our officials are forced to go back to the bargaining table and give the unions what they want. And who wouldn’t want to be guaranteed their job. But this guarantee is at the taxpayers’ expense, many of whom do not have jobs and couldn’t comprehend expecting their employer to give them a no layoff guarantee.
And there is much to fear for our State, our towns and our families, many of whom have lost their jobs, their homes and their savings. The losses in the housing market are now being seen in the commercial market. General Growth Properties, which filed for bankruptcy, owns the Buckland mall and malls throughout the country. As commercial bankruptcies and home foreclosures escalate, the impact on sales taxes, property taxes, state income taxes and other taxes and fees will be significant. The loss of those taxes will come at a time when the greatest cost of government will grow as wage increases will have to be paid to State government sector unions who agreed to limited concessions while receiving a two year no layoff guarantee.
So as the scale tilts with less money coming to the State and the State having to pay more, what will the end result be? Could it be less money going to towns which will, in turn, have to raise property taxes! Or will state officials have to raise taxes if their collection rates cannot be sustained. And if the towns and the state cannot find the money they need to keep the engines of government running, with their greatest cost being state and town employee salaries and benefits governed by binding arbitration, then what?
With the economy continuing to plummet, mounting job losses affecting the payment of state and local taxes, and a two year no-lay off clause for state employees as the state’s debt continues to climb, Connecticut and some of the 169 towns in the State could be brought to the edge of bankruptcy. Ironically, the end result would be dissolution of public sector union contracts.
The Federation of Connecticut Taxpayer Organizations encourages State legislators to reform State Binding Arbitration laws as the Governor has proposed. We ask local elected officials and taxpayers throughout the State to phone or email their state representatives and tell them that without Binding Arbitration reform it will be impossible to limit the growth of government spending and control property taxes.
In conclusion, I would reflect upon the past to demonstrate the effects of Binding Arbitration today. When elected Mayor in 1989, under a strong mayor form of government, I refused the Mayor’s car. I then instructed town personnel to find another means of transportation to and from home as they could no longer rely on town cars. I was grieved by the unions. I thought for sure I would win as this condition was not included within their union contract. But I was wrong. I lost based on Past Practice. If a union is allowed to do something long enough outside the realm of their contract, they have earned the right to continue the practice according to arbiters. The effects of that arbitration decision rendered several years ago are being felt today by towns which are trying to take their taxpayer owned vehicles back from the unions. In order to get them back, they must return to the bargaining table and agree to give the unions something in return.

As I've told you before Jack, in my many years of representing union members all over the state, you always have a few bad apples such as yourself. They suck up all the pay, benefits, and pension (kind of like you at the Navy Base Fire Dept.), but badmouth and stick it to the union every chance they get. If you remember Jack, you made a post a while back about how you worked hand in hand with Frank Montanaro for many years, and what a great guy Frank was. But remember Jack, Frank plays hardball with the cities, towns, and the state-always did-always will. He's the type of union leader I respect-not a two faced self proclaimed union leader who bashes union leadership any chance he gets. Remember Jack, if it were not for union LEADERSHIP, police officers, school teachers, and even FIREFIGHTERS such as yourself would be making slave labor wages, working 90 hours per week, and not getting pensions. I was involved with assisting a fire department in contract negotiations, when I was told by a union representative of a union member from that department who was scabbing himself in another department that augmented their paid personnel with scabs (volunteers). This idiot was not only making his union look bad, but he was taking away jobs from union members in the other department. I'm proud to report the offender had some unexpected "car trouble", which caused him to think about the damage he was doing to 2 unions at the same time, and he immediately resigned from the scabs after his "car trouble". It just goes to show you what can be accomplished with a little bit of union solidarity Jack, and when I mean solidarity, I'm talking about ALL unions working together-police, firefighters, teachers, and public works.

I didn't destroy someone else's property-all I did was give you an example of how things can get accomplished when union brothers and sisters stick together. I'm not a member of that profession-I had only been retained by them to assist them in contract negotiations. It appears this union member needed some "persuasion" to stop scabbing himself and hurting fellow union members. And interestingly enough, a couple of years after that incident the scabs in that particular city with pressure from the union were disbanded, and everyone was all the better for it. Problem identified-"persuasive" action taken-problem eliminated. Doesn't get much more simple than that.

Well Jack, I can say with 100% certainty I was not involved in the "car trouble", but I will say I was happy about it. It made a confused union member realize that scabbing is not a good idea, and the "car trouble" served it's purpose. Actually Jack, I applauded the union members for taking care of that situation-it was just unfortunate that the union member who scabbed himself had to learn his lesson in this manner. From what I was told, the membership gave him ample warning before they had to take more aggresive action to curtail the undesirable behavior.

I have been reading his posts for over a year ,nothing surprises me.I've learnd that it has gone on for years in Providence. Starting in the mayors office Buddy C. and working down through the ranks.The city is a sewer,it's full of rats that feed off each other.
I told you about the over time games that cost the taxpayers tens of thousands.Almost all of the fire fighters partisapate in it, calling in sick so another can work at overtime rate then filling in at over time when the next person calls in sick. If your a fire fighter, and you don't want to get involved, you get the talk.You know what that means.
Unions said no to fed. ed. policy that requires highly qualfied teachers be fairly distributed among disadvantaged and minority students by federal ed. policy:NCLB. Unions insisted that the law NOT contain any provision that would effect classroom assignments by seniority which is THE barrier to meeting the requirement.
I must say I am disgusted with Union Teacher. You don't know Jack personally, I do. He was the secretary of the union for 20 years. After he was told by his dr. that it was too stressful, he stopped. However, he was always there when they needed him until the day he retired and after. When you are a Federal Firefighter there really is no Union that works for you, because you work for the Federal Government. You can't negotiate your pay, only other things. You work 24 hours on, 24 hours off. Once every 2 weeks you’re off 3 days in a row, every 3 months 5 days in a row. Hard when you are raising a family. Mandatory Overtime. You have no choice. Work holidays continuously. Wake your kids up for years on Christmas morning at 5 am because Daddy has to go to work.
Remember when President Regan fired the air traffic controllers. The same thing would happen with the Federal Firefighters. You can't strike, like teachers do, even though it's against the law and I have never seen action taken against teachers. One of my best friends is a teacher. It is an important job. But at this point, they should be paying for health care benefits like everyone else does.
You try being a firefighter/paramedic. Run into burning buildings when everyone else is running out. Have to do Rescue calls to Navy personnel that do stupid things, like playing around, setting fires off in closets at 3am on a cold winter morning. Comes for foolishness. Someone else could have a more serious problem. The way to solve it, make them all come out of the building in their underwear. Never happened again. Jack has lots of stories. Union leader, I am appalled at the way you speak to Jack. You know nothing about him. He is a good man, good father and was a good firefighter. Federal firefighters can't tell you what happened on the job. But once in a while you see something in the Npt. Daily news. Torpedo explodes. Navy woman sets library on fire. Would you be able to handle that situation, or the other situations that we are never told about because it is the GOVERNMENT and they put a lid on it? Have to tell a parent their child is dead. Think about union leader. You know nothing about Jack. I’ve been a good friend for years. He’s a good man. And you should just SHUT UP!

Where are my clothes Is a little wet today you know. All I have on is lipstick that I cant seem to get off by the way. Why would someone do that to a person sleeping is beyond me.
