Grand Jury reports out indictments for July 2023 East Providence robbery

City man faces several charges in separate sexual assault case, State Police provide details on Trooper accident

The Office of Attorney General Peter Neronha announced Wednesday, Feb. 14, the Providence Grand Jury reported out handful of indictments the week prior pertaining to a couple of cases connected to East Providence.

Three perpetrators — Paige Burbank, 20, Tyrease Francis, 25, and Anthony Francis, 25, each with a last known address in Taunton, Mass. — were indicted on Thursday, Feb. 8, on various charges stemming from a robbery in the city last summer on July 25, 2023.

All three are facing the same infractions: one count of first-degree robbery and one count of conspiracy. The East Providence Police Department conducted the investigation.

Each defendant is scheduled to be arraigned on February 28 in Providence County Superior Court.

The incident did not receive much public notice when it occurred. The Post has reached out to the EPPD for more information on the alleged actions of those charged.

Sexual assault arrest
The Grand Jury also reported out an indictment of Raymond Dillon, 44 and of Riverside, for one count of first-degree sexual assault, two counts of second-degree sexual assault, and two counts of simple assault.

The alleged act occurred in the town of Smithfield on or about June 24, 2023. The Smithfield Police Department conducted the investigation.

According to reports at the time, the Rhode Island Department of Health the RIDOH) said on June 26, 2023 it received a sexual misconduct complaint against Dillon, a licensed nurse, for an alleged incident that took place while he was working at an urgent care center and was treating a female patent for a potential vaginal yeast infection.

The report stated Dillon initially saw a tattoo on the patient's arm then noticed another on her upper thigh, rubbing both areas. He did not wear gloves, nor did it appear as though he was performing a medical examination of the area.

The report noted Dillon "did not document the findings or record any assessment of the patient’s external genitalia or the vaginal exam they performed.”

He eventually did don a glove, "placing a finger" into the patient's private area. Dillon later is alleged to have written his name and phone number on the patient's thigh and encouraged her to call for further medical information.

He also alleged to have told the patient it would not the last time they saw each other, implying some sort of social engagement in the future.

Dillion is scheduled to be arraigned on February 28 in Providence County Superior Court.

Snowstorm stats
The Rhode Island State Police released details about the agency's winter storm response on overnight into Tuesday, Feb. 13.

State Police investigated 18 crashes and responded 36 calls for disabled motor vehicles/spinouts during the storm.

In addition, an accident remains under investigation involving a trooper, who was injured when his cruiser was struck from behind while attending to a crash scene on Route 6 East in the Town of Johnston.

At approximately 3:10 p.m., troopers responded to calls for a single-car crash at the top of the Hartford Avenue on-ramp to Route 6 East. A Honda Accord, operated by Eneye Ayeni, 24, of Cranston, was traveling in the first lane of travel approaching the crash scene when at approximately 300 feet west of the cruiser, Ayeni lost control of her vehicle and subsequently struck the rear of the State Police cruiser.

The trooper was transported by rescue to Rhode Island Hospital for minor injuries and later released. Ayeni declined treatment on scene and was cited for violation of the "Move Over" law and Conditions Requiring Reduced Speed.
