Police: Portsmouth runaways stole van, caught in Pawtucket

PORTSMOUTH — Two male juveniles who ran away from Boys Town and stole a van were captured in Pawtucket on April 11, according to police.

Police said the boys, ages 14 and 17, left Boys Town on March 30. A local man later reported that his work van had been stolen sometime between 3 p.m. and 10:30 p.m., police said. 

Police viewed surveillance footage that a neighbor had captured, which showed the youths entering the vehicle and driving away with it, according to police. (The key was in the van when it was allegedly stolen, the owner told police.) 

Police said they were able to identify the boys as Boys Town residents and issued a stolen vehicle report. On March 31, Pawtucket Police reported they had located the van in their town. It was abandoned with no keys in the vehicle, police said. 

On April 11, Pawtucket Police had both boys in custody, and Portsmouth Police later transported them to the Training School in Cranston, police said.

The 17-year-old was charged with three felony counts — two for driving without the consent of the owner as well as a related conspiracy charge. He was also charged with two counts of driving without a license. 

The 14-year-old was charged with two felony counts of conspiracy, police said.

Monday, April 10 

Three people were taken to the hospital following a four-car collision at the intersection of Oakland Farm Road and East Main Road around noontime. The drivers were Briana Davolio of Reading, Mass, Michael Bullock of Riverside, Joanne Braz of Tiverton and Dustin Hedberg of Portsmouth. Police said the Davolio car was heading north on East Main Road and struck the rear of a car driven by Mr. Bullock, who was waiting to make a left-hand turn onto Oakland Farm Road. The Bullock car was then pushed into oncoming traffic and was struck by Ms. Braz’s vehicle, which was traveling south, according to police. The Braz car then veered right and left the roadway, striking the Oakland Farm Road sign and coming to a stop after hitting the Hedberg vehicle, which was stopped at the intersection’s stop sign, police said. Mr. Bullock, a passenger in his car and Ms. Braz were all transported to Rhode Island Hospital for treatment of injuries.

Richard K. Miranda, 47, of 152 Tuckerman Ave., Apt. 14, Middletown, was charged with domestic assault at 7:35 p.m. A 50-year-old Portsmouth woman told police on March 30 that Mr. Miranda had put his hands around her neck during a recent argument, squeezing until she could not breathe. Police issued a warrant and Mr Miranda turned himself in on April 10, police said.

Wednesday, April 12

Lawrence B. Quinn, 21, of 697 Middle Road, was arrested shortly before 9 p.m. on a felony charge of possession of marijuana with intent to deliver, as well as a misdemeanor charge of driving while intoxicated. A police officer who pulled Mr. Quinn over for speeding on West Main Road near Union Street said he immediately detected a strong odor of marijuana coming from the vehicle as he approached the driver. Mr. Quinn seemed confused and was having trouble answering simple questions, according to the officer, who said he observed a large bag of marijuana in plain view on the back seat. According to police, Mr. Quinn claimed he had a Rhode Island medical marijuana card, but that he had well over the allowable limit of 2.5 ounces in the car. (Police said they later determined the bag weighed 9.4 ounces.) Police said they also found two digital scales, a box of sandwich bags and a half-full bottle of Rémy Martin cognac in the vehicle.

Thursday, April 13

A 16-year-old Portsmouth High School student was charged with underage possession of alcohol shortly after noontime. Police said a Little Compton girl, who appeared intoxicated, had been drinking a mixture of rum and soda from a Pepsi bottle during class. A concerned classmate reported the incident to an administrator, who then contacted police.

Friday, April 14

Kevin A. Schiavone, 44, of 86 Cedar Ave., was charged on a 2nd District Court bench warrant after turning himself in at police headquarters around 6:20 p.m., according to police.

Sunday, April 16

Shaia M. Palmer, 22, of 568 First Parish Road, Scituate, Mass., was charged shortly before noon with operating a vehicle under a foreign license that had been suspended or revoked. Police stopped her car for speeding on West Main Road near the Middletown line.

Monday, April 17

Paula M. Relle, 61, of 106 Wilkey Ave., was charged with domestic assault shortly before 4 p.m. Police said Ms. Relle had slapped and kicked another woman at her home during an argument.
