PORTSMOUTH — The Portsmouth Police Department hosted its fourth annual awards and promotion ceremony Thursday at the Glen Manor House.
The following officers were formally sworn into the ranks: Lt. Maryanne D. Perry, Lt. Mark J. Mooney, Sgt. Michael J. Morse, Sgt. John D. Cahoon, Detective Inspector Patrick J. O’Neill, Detective Inspector Lee G. Trott, Probationary Patrol Officer Daniel J. Felice and Probationary Patrol Officer Amanda R. Weaver.
The following officers received awards from Chief Thomas Lee:
Meritorious Service Award
This award is given to members of the department who on any given occasion during the year display a high degree of initiative, professionalism and/or bravery during the performance of their duties.
This year’s recipient was Detective Inspector Lee Trott. During the evaluation period, Officer Trott, who was assigned to the patrol division, issued 344 traffic citations and arrested 127 individuals who violated our laws.
“He has worked tirelessly in his efforts to enforce our laws and ordinances in order to keep Portsmouth one of the safest communities in the state,” a press release from the department stated. “In addition, Officer Trott taught criminal procedure to our citizens’ police academy and volunteered to transport residents on police ride a longs. His interactions with our citizens are courteous and friendly and always respectful and professional.
“As a member of the U.S. Marshals task force, Officer Trott has worked with federal, state and local authorities to track down violent offenders from the region who have fled or gone into hiding to avoid prosecution. His efforts have brought dozens of offenders to justice as well as comfort to the victims of these criminal offenders.”
Chief’s Award
This award is presented to a member of the department for a noteworthy act in the performance of their duties, or police work that exemplifies excellence.
This year’s recipient was Animal Control Officer Elizabeth Futoma, a member of the department since August 2016.
“During her short time here Officer Futoma has set a new standard of productivity and professionalism for her position,” the department stated. “Officer Futoma works diligently each day and gladly accepts every assignment that comes her way. Her dedication has resulted in an increase in animal control activity as Officer Futoma works to enforce our animal ordinances in town.
“Ms. Futoma follows through on every complaint, providing excellent service to the residents of Portsmouth. Her work is thorough and her interactions with our community are always friendly, courteous and professional. Ms. Futoma has proven herself to be a valuable asset to this department as well as the citizens we all serve.”
DUI Traffic Safety Award
This award is presented to a member of the department who diligently works to enforce DUI laws and improve the safety of the streets and highway in Portsmouth.
This year’s recipients are Patrol Officers James C. Francis and Ryan A. Goyette, who recorded 21 and 13 DUI arrests, respectively, during the evaluation period.
“(Officer Francis) has worked diligently for our department to keep our streets and roadways in Portsmouth safe, staying especially vigilant for motorists who are operating while impaired,” the department stated. “Officer Francis has been recognized by AAA New England as a traffic safety hero for his work in DUI enforcement and traffic safety. His efforts have helped to protect our citizens from the potential harm of these careless and criminal offenders. His career arrests for driving while intoxicated now total over 50.”
Officer Goyette “also has worked diligently for our department to keep our streets and roadways in Portsmouth safe, staying especially vigilant for motorists who are operating while impaired. Officer Goyette has been recognized by AAA New England as a traffic safety hero for his work in DUI enforcement and traffic safety. His efforts have helped to protect our citizens from the potential harm of these careless and criminal offenders. His career arrests for driving while intoxicated now total over 50.”
Competitive Shooting Award
The department has continued a long-standing tradition of having a shooting competition, which measures an officer’s skill and accuracy in handling duty firearms.
This year the award went to Detective Inspector Lee G. Trott, whom the department said stood out among all other competitors.
