"pedestrians are put in harm's way when they are forced to walk in the roadway if sidewalks are not cleared"

you shouldn't be walking along roads / highways if there is snow - you do so at your own risk

motor vehicle operators are responsible if they hit a pedestrian

the burden of clearing the sidewalks should fall on the town - period!

the only reason it's foisted on the business / homeowner is for liability reasons - can't sue the town so sue the homeowner

is the town liable if I drop of a heart attack because I'm "forced" to clear the sidewalk? I doubt it.
