The problem with a school system having taxing authority is it results one town helping to pay the taxes for another town. A fairer way to do this is for the state to base its contributions to towns bases on need. State aid, based on need, should go directly to the general fund of towns and towns should fund the schools based the number of students attending from their town.

A lifelong Portsmouth resident, Jim graduated from Portsmouth High School in 1982 and earned a journalism degree from the University of Rhode Island in 1986. He's worked two different stints at East Bay Newspapers, for a total of 18 years with the company so far.
