Planning Board votes first okay for Tiverton Glen project

TIVERTON — Tiverton's planning board by a vote of 5-3 Tuesday night took a first preliminary step towards approval of the massive Tiverton Glen project being proposed by the Carpionato Group.

The board voted to recommend to the Town Council an amendment to the town Comprehensive Community Plan ("the Comp Plan"), and a future land use map, that would support a "large-scale mixed use development" at the entrance to the town north of the Fish and Main Road exists off of Route 14.

Procedurally, the vote is not final, however. The draft language of the approved motion goes to the Planning Board Administrative Officer Kate Michaud and to board counsel, for them to draft final language that will be presented to the planning board at its next meeting on April 16, at which time a final vote will be taken.

That meeting will be held in the Tiverton High School.

The Comp Plan amendment the board approved says the mixed use development "may include a mix of uses including residential, retail, restaurant, hotel, research and development, and commercial and professional office."

The board also voted that the town council approve a future land use map that reflects the mixed-use amendment proposed.

The Comp Plan amendatory language contained some caveats. The development, it said, "should be in keeping with the traditional architecture and historic village character of the town."

It also said, "Significant measure should be taken to mitigate any negative impacts" to the Osborn-Bennett Historic District.

The vote followed nearly four hours of debate among planning board members. Near 11 p.m. (the meeting started at 7 p.m.),

Board Chairman Stephen Hughes sought to get what he called "a consensus" about what was being discussed among board members.

Board member Dave Saurette, however, said, "let's vote" on the plan. "This thing keeps going on and on."

So vote they did. Mr. Hughes moved, and member Patricia Cote seconded, the one paragraph comp plan amendment, and future land use map, to be forwarded to the council for its consideration.

Voting in favor were members Mr. Saurette, Mr. Hughes, Ms. Cote, Susan Gill, and Edward Campbell. Voting against were Stu Hardy, Rosemary Eva, and Carol Guimond.

At the April 16 meeting, the board will also consider amendments to Tiverton's zoning code and the Revised Master Plan application submitted by the Carpionato Group.

Town council consideration of changes to the Comp Plan and zoning code will involve public hearings.
