Barrington's reval reveal — most assessments went up

For most property owners in Barrington, the recent revaluation has resulted in a higher assessment.

Across town, most residents who have compared their new assessments with the prior figures recognized varying increases. For some, the increases were a few thousand dollars. For others, the increases exceeded $300,000.

An analysis of the preliminary figures shows that 1,385 properties in Barrington — both commercial and residential — saw assessments increase 10 percent or more. 

The greatest percentage increase belonged to a property at 15 Howard St. That property — a new home was built on the West Barrington lot — saw its valuation jump from $115,000 to $527,000, an increase of 358.3 percent.

At the other end of the spectrum, an un-numbered property on Seabrook Court had its assessment drop nearly 50 percent, from $294,100 to $151,000.

There were about 800 properties in town — 12 percent of the total 6,650 properties — that had decreased assessments.

Barrington Tax Assessor Michael Minardi said the assessments are based on recent comparable home sales. That means reval officials use appropriate home sales from 2016 and 2017 to build the assessments for every residential and commercial property in town.

"You go by the sales you have," said Mr. Minardi. "We just follow the sales."

For some property owners on Sowams Road, Rumstick Road and Adams Point Road, the reval resulted in lower assessments. While on Jenny's Lane, a number of residents saw assessment increases. 

Mr. Minardi said some property owners have already appealed their new assessments, meeting with officials from Northeast Reval, the company hired to complete the state-mandated statistical revaluation. 

"A lot of people from Jenny's Lane have been coming in," said Mr. Minardi. "But we've had some strong sales on Jenny's Lane."

The first round of appeals are scheduled to continue through Saturday, April 14. 

Mr. Minardi said it is possible some property owners who did not appeal their assessments could receive a notice for an adjusted assessment. He said there have been times when he has noticed inaccurate values made by the revaluation company. For example, Mr. Minardi adjusted the assessments on some homes on Hampden Street recently. 

"This happens all the time," he said. "The reval company likes to be within a certain percentage… I like to be a little closer."

Mr. Minardi said the revaluation figures are still a work in progress, and cautioned residents to refrain from estimating their upcoming tax bills until the new tax rate is set at the May financial town meeting.
