For decades, the intersection of Hope, Thames and Washington flooded during heavy rains, causing massive traffic jams. Inconvenient to businesses, schools and residents alike, it was also a serious safety issue. When Hope Street is shut down, side streets are clogged, Metacom is overburdened and both routes become a challenge to police, fire and rescue.
This safety issue needed to be solved. I met the DOT director at this flooding location and we devised a plan.
The Silver Creek culvert under Hope Street was completely cleaned out of rock, silt and accumulated debris blocking the flow.
A baffle that prevents water from ebbing back into Silver Creek at high tide was installed. The combination of these solutions has resolved the problem in virtually almost all situations.
