Man apologizes, cleans up illegally dumped trash in Portsmouth

Here are some highlights from the Portsmouth Police report from over the past week.

Tuesday, Dec. 1

Police found multiple tire marks on the lower field and playground area at Hathaway School after responding to a report of vandalism at about 11:30 a.m. A school worker said security cameras were in place and that if they captured images of the vehicle, he would report back to police.

Wednesday, Dec. 2

Jiongri Jiang, 32, of 4170 Main St., Apt B3716, Flushing, N.Y., was charged with disorderly conduct (exposing his genitals) and resisting arrest at 1:40 a.m. Police said that after Mr. Jiang was pulled over for speeding on West Main Road near Mill Lane, he became argumentative and stepped out of his vehicle twice after being instructed not to do so. At one point, police said, he walked to the side of the road, pulled his pants down and urinated on a telephone pole. Later he pulled away from officers when they tried to handcuff him, police said.

Charlene D. Ralbovsky, 53, of 59 Kingston Ave., Newport, was charged at 8 p.m. with making harassing or threatening domestic phone calls, violating a no-contact order, driving while intoxicated and refusal to submit to a chemical test. Police said Ms. Ralbovsky made several calls to a Portsmouth man who had a no-contact order against her, then drove to his home. Police said she had alcohol on her breath and her eyes were bloodshot and watery.

Thursday, Dec. 3

Dean T. Sinclair, 53, of 75 Laura St., Tiverton, was charged at 1:13 a.m. with driving while intoxicated (first offense) and refusal to submit to a chemical test after police pulled him over on Point Road for speeding and leaving the lane of travel.

Catherine N. Newton, 23, of 1915 Robeson St., Fall River, was charged at 9:05 a.m. with driving after her license had been denied, suspended or revoked. Police pulled Ms. Newton’s car over after she attempted to turn onto Union Street from West Main Road and nearly collided with a car traveling in the opposite direction. Police said there was also an active bench warrant for Ms. Newton’s arrest that had been issued by Second District Court.

Police investigated a report of the illegal dumping of garbage at Melville Campground around 2:15 p.m. Members of the Department of Public Works discovered that someone had dumped a large pile of garbage — including furniture, mattresses, toys and household trash — in the parking area. Among the items were several pieces of mail that led police to a Caswell Avenue home. After speaking with someone there, police tracked down a man who apologized for dumping the trash. He said he had paid someone to meet him in Portsmouth to haul the load away to a dump in Fall River, but the plans fell through. The man said he was upset and then dumped the trash at the campground, police said. He also told police he knew they were looking for him, and had already sent two trucks to Melville to clean up the mess. Police let the man off with a stern warning.

Garrett B. Vierra, 22, of 87 Restful Valley Road, Tiverton, was arrested at 3:05 p.m. on a bench warrant that had been issued by Second District Court. Police made the arrest after Mr. Vierra came into headquarters to ask about his vehicle, which had been towed earlier.

Saturday, Dec. 5 

Frank J. Saunders, 37, of 71 Callender Ave., Newport, was arrested at 1:25 a.m. on a bench warrant that had been issued by Second District Court. Mr. Saunders was the driver of a car stopped for speeding on the Boyd’s Lane on-ramp to Route 24 northbound.

Kimberly L. Atwood, 39, of 15 Gould St., Apt. 3, Newport, was arrested just before 3 a.m. on a bench warrant that had been issued by Second District Court, after being stopped for speeding on West Main Road near Mailcoach Road.

Carlos R. Medeiros, 57, of 27 Magnolia St., Bristol, was charged at 6:30 p.m. with driving while intoxicated (first offense) and refusal to submit to a chemical test. Police said they stopped the vehicle Mr. Medeiros was driving on East Main Road near Immokolee Drive because it had left the lane of travel.

Sunday, Dec. 6

Mark B. Hassan, 22, of 745 Union St., was arrested at 12:23 a.m. on a bench warrant after being stopped for speeding on West Main Road at Cory’s Lane.

A motorcycle and car collided on East Main Road in front of St. Barnabas Church at about 11:40 a.m. Police said Brian Dame of Tiverton was driving his motorcycle south in the righthand lane of East Main Road when a car driven by Lucy Sunderland of Portsmouth pulled out of the church parking lot and into the roadway. Mr. Dame, who complained of pain, was checked by rescue workers and released. His motorcycle sustained serious damage to its left side and was towed. Ms. Sunderland’s car sustained damage to its driver’s side rear door and fender, but was able to be driven from the scene. She was not injured.

Monday, Dec. 7

Police investigated a report at 6:15 p.m. that grass had been damaged at the Gardner Seveney Sports Complex at Glen Farm. It appeared a vehicle had left tire marks on the grass while doing “doughnuts,” police said.

Tuesday, Dec. 8

James M. Lombardo, 41, of 18 Ludlow Road, Apt. B, was charged with driving while intoxicated (first offense), at 12:54 a.m. The SUV that Mr. Lombardo was driving was pulled over on West Main Road near Hedly Street after it was observed leaving the lane of travel, police said.
