Multi-sport Race the State will travel through Portsmouth

PORTSMOUTH — Sandy Point Beach and Wapping Road will be included among the legs of the multi-sport Race the State event scheduled in Rhode Island on Sunday, Aug. 7.

The Town Council Monday night unanimously approved a request by event organizer Hugh Piggin of Manuka Sports Event Management of Middletown to include Portsmouth in the race, which will be made up of multiple legs including running, paddling, kayaking and cycling.

This will be the second year the event for the event, which did not travel through Portsmouth in 2015.

“We start out in Tiverton and end in Westerly,” said Mr. Piggin. The race will span 10 communities and 53 miles, finishing on the Connecticut border in Westerly.

For the second leg of the race, competitors will stand-up paddle from Tiverton’s Fogland Beach to town-owned Sandy Point Beach. Paddlers are expected to arrive at the beach between 7 and 8 a.m.

From there they will transition to the third leg: a 12.3-mile road run from Sandy Point Beach to Fort Adams in Newport.

Police Chief Thomas Lee and Fire Chief Michael Cranson said they had already met to discuss the particulars with Mr. Piggin and they had no objections to the plan. There will be two police details for the Portsmouth leg, and a portion of Sandy Point Beach’s parking lot will need to be blocked off for that portion of the race.

Portsmouth Founders’ Day

In other business Monday night, the council proclaimed that March 7 in town will annually be known as “Portsmouth Founders’ Day.”

The date marks the signing of the Portsmouth Compact in 1638, which established the town’s founding.

With the assistance of the town clerk’s office, the Portsmouth Historical Society plans on displaying the original Portsmouth Compact to the public on or around March 7. The Compact was last displayed in town during the Portsmouth 375th Celebration in 2013.

Budget report

James Lathrop, the town’s director of finance and personnel, updated the council on the latest budget figures.

Mr. Lathrop said the town is projecting a surplus of $20,000, but warned the numbers are fluid and always subject to change. Just recently, he said, he was projecting a deficit of $80,000.

Expenditures are projected to be greater than budgeted, with public safety overtime being a key reason.

Year-to-date revenues continue to be strong and are projected to exceed budgeted amounts by $177,000, said Mr. Lathrop, who credited a strong collection of past due taxes, additional state aid and higher-than-projected police details as among the reasons.

On a separate note, Mr. Lathrop said the recent stock market downturn has significantly impacted the town’s pension costs; the town is looking at a return of minus-10 percent for the year. The bad news won’t impact the current budget but will influence future funding requirements, he said.

Beast of the East

The council granted an entertainment license to Rhode Island Rugby Football Foundation for the collegiate rugby tournament known as Beast of the East at Glen Farm on April 16 and 17.

An estimated 2,000 to 2,500 participants are expected each day.

Appointments/resignations

The council re-appointed H. Weber Wilson to the Bristol Ferry Town Common Committee and Herbert Nichelson to the Glen Park Working Committee.

The council accepted with regret the resignations of Bob Anson from the Harbor Commission and Anne Nichelson from the Lower Glen Farm Preservation Committee.
