Portsmouth Police: Boy sexually harassed girl on Instagram

PORTSMOUTH — Here are some highlights from the Portsmouth Police reports from over the past week.

Wednesday, March 30

Brandon T. Eaton, 23, of 3 Ash St., was charged with driving while intoxicated and refusal to submit to a chemical test. Police stopped him on West Main Road near Stringham Road around 1:30 a.m. because his car had left the lane of travel, police said.

At 10 a.m. police investigated an anonymous complaint that on an almost daily basis for several years, one or more nip-sized liquor bottles of Evan Williams Honey bourbon had apparently been thrown from a vehicle onto the side of Massasoit Avenue. The complainant, who provided police with about 30 nip bottles as evidence, had been picking up the bottles from the side of the road for nearly 10 years and had filed complaints in the past. On this date, he said he actually witnessed someone discarding a bottle, and recognized the driver as a male neighbor. Police later spoke with the man, who admitted his bad habit of throwing items from his vehicle window, including the nip bottles. He was contrite and gave his word that he wouldn’t do it again, according to police.

Scott A. Bancroft, 32, of 31 Anthony St., Dartmouth, was charged on a Sixth District Court bench warrant at about 10:30 a.m. Police stopped the vehicle Mr. Bancroft was driving on West Main Road for speeding through the Melville School zone.

Omar A. Gayle, 38, of 196 Admiral Kalbfus Road, Newport, was charged at 5:23 p.m. on a Superior Court bench warrant. The vehicle Mr. Gayle was driving was stopped on West Main Road because he was not wearing a seatbelt, according to police. 

Thursday, March 31

A police officer used a department shotgun to euthanize a sick raccoon on Rhode Island Boulevard at about 3 p.m.

Stephen T. Saraiva, 41, of 126 Fern St., New Bedford, was arrested on two felony weapons charges after police stopped the van he was driving for multiple road violations on West Main Road shortly before 8 p.m. Police said Mr. Saraiva’s speech was slurred and his eyes were watery, glassy and bloodshot. Mr. Saraiva was carrying a loaded revolver in his waistband, according to police, who charged him with carrying a pistol without a permit as well as carrying a weapon while intoxicated. He was also charged with driving while intoxicated and refusal to submit to a chemical test. During his transport to the police station, Mr. Saraiva told a female officer “I love you” multiple times, according to police.

Friday, April 1

Joseph D. Smith, 42, of 79 East Main Road, was charged with domestic assault at 10:45 p.m. Police said Mr. Smith had assaulted a 26-year-old Portsmouth woman the previous evening.

Police investigated a report of illegal dumping on Hedly Street, across from the entrance to the Department of Public Works. Police observed a large pile of construction debris on an access road, but could find no receipts or any other paperwork that would help identify a suspect. 

Saturday, April 2

Gary L. Werra, 35, of 57 Brewster Road, Weymouth, Mass., was charged at 10:17 a.m. with driving while intoxicated (first offense) and driving without a licence. Police responded to the area under the bridge at Railroad Avenue after receiving a report of a man who was screaming for help and appeared to be in distress. When police arrived they found Mr. Werra standing outside next to the vehicle. However, when they asked him if he was OK, he babbled and was unable to stand up straight, according to police. Mr. Werra was upset about damage to his car, but police said they could not determine what had happened because he was so intoxicated. During his evaluation at Newport Hospital, Mr. Werra kept nodding off but woke up several times, when he became aggressive toward the hospital staff, police said.

Sunday, April 3

Lee T. McAdams, 23, of 88 Allen Ave., Riverside, was charged just after 2 a.m. with driving while intoxicated (first offense). Police stopped Mr. McAdams’s car on Turnpike Avenue because its driver’s side headlight was not working.

Monday, April 4

Ashley E. Lefort, 23, of 827 Anthony Road, was charged at 1:10 p.m. on a bench warrant issued by Second District Court. An officer with knowledge of the warrant arrested Ms. Lefort at her home.

A 14-year-old boy was charged with cyberstalking after police investigated a report of sexually harassing messages that were allegedly sent to a 13-year-old female from Portsmouth. Several messages were sent to the girl’s Instagram account, asking her for sexual favors and threatening her life, according to police. Police identified the male juvenile after getting a search warrant for his Instagram account. Police issued a summons for the boy to appear in Family Court in the near future, police said.

Tuesday, April 5

Jose L. Rios, 41, of 5 Summer St., Apt. 3, Newport, was arrested at 12:42 a.m. and charged with domestic assault and domestic disorderly conduct. Police said Mr. Rios assaulted a family member outside a home on Bourbon Street.
