Portsmouth police: Drugs found in man's car after crash

PORTSMOUTH — Here are some highlights from the Portsmouth police reports from over the past week.

Tuesday, Oct. 20

Luis C. Silva, 28, of 150 Dover St., Fall River, was charged with several offenses including possession of a controlled substance, a felony, shortly after 10 a.m. Police had received a be-on-the-lookout report for vehicle that was coming into Portsmouth over the Mt. Hope Bridge after fleeing the scene of an accident in Bristol. Police spotted the vehicle — a 2004 blue Toyota Solara — as it passed a cruiser on Boyd’s Lane near the Route 24 southbound off-ramp. Police tried to stop the car, but it continued onto Route 24 northbound before finally pulling over near Cedar Island. Police found the driver, Mr. Silva, with what appeared to be urine and vomit on his sweatpants and shirt. His hands were shaking uncontrollably and his eyes were glassy, according to police, who also said a needle, syringe and kitchen spoon were on the driver’s side floor. Police also seized a second needle and syringe as well as a clear plastic baggie containing a white powder believed to be heroin. Mr. Silva was also charged with reckless driving/drag-racing/eluding police; driving after his license had been denied, suspended or revoked; driving while intoxicated; and refusal to submit to a chemical test.

Thursday, Oct. 22

Jordan M. Ziegler, 24, of 2121 West Main Road, Apt. 209 (Bay View Estates), was arrested on a bench warrant issued by Second District Court. Two officers with knowledge of the warrant responded to Mr. Ziegler’s apartment to make the arrest around 10 p.m.

Friday, Oct. 23

Amber N. Nolan, 18, of 11 Pocahontas Drive, Middletown,  was arrested just after midnight and charged with domestic assault and domestic vandalism with malicious injury to property. Police made the arrest after responding to Weaver Cove for a report of a domestic assault. They found Ms. Nolan outside a vehicle, with a male sitting inside. Police said Ms. Nolan assaulted the man inside the car following an argument.

Kyle R. DeMello, 22, of 2870 East Main Road, Apt. 4, was charged at 4:37 p.m. with violating a no-contact order. Police said Mr. DeMello had showed up at the home of a Portsmouth woman who had an active no-contact order against him. Mr. DeMello was not at the home when they arrived, but he was later found at the Dunkin’ Donuts on East Main Road, where he was arrested.

Saturday, Oct. 24

Gary G. Rahilly, 21, of 8 Benjamin Drive, was charged with driving after his license had been denied, suspended or revoked. Police made the arrest at 4:42 p.m. after a two-vehicle accident at the intersection of West Main and Stringham roads. A passenger in the other car complained of leg pain and was treated by firefighters. Both cars sustained heavy damage and were towed from the scene.

Monday, Oct. 26

A vehicle flipped over after colliding with a second car on West Main Road at Freeborn Street at 7:22 a.m. Sarah DelSanto of Warren told police she was driving her 2015 Kia Forte south on West Main Road when a 2005 Subaru Outback (driven by Steve Perreault of Bristol) struck her vehicle’s passenger side. The Perreault car spun out of control, flipped over and skid on its roof for 75 to 100 feet before coming to rest against a guardrail, police said. Mr. Perreault, who sustained a cut to one hand, was issued a summons for failure to maintain proper control of a motor vehicle. Both vehicles had to be towed from the scene.
