Kenneth Z. Kiser, 47, of 140 Sowams Road, Barrington, was arrested just after 10 p.m. and charged with possession of a controlled substance, a felony, and operating a vehicle under a foreign license that had been suspended or revoked. Police stopped the vehicle Mr. Kiser was driving on West Main Road near Scotty Drive because a tinted cover was obstructing the rear license plate, police said. During a search of the vehicle, police said they found a small ziplock bag containing four smaller bags inside Mr. Kizer’s cellphone case, police said. The bags contained crystal meth, according to police.
Charlotte Buchanan, 46, of 130 Dodge St., Providence, was charged at 9:50 p.m on a bench warrant that had been issued by Superior Court for failure to appear to answer earlier charges.
