Expenses for trips to Palm Beach, New Hampshire, Vermont and Quebec that were supposedly not reported on ethics filings; thousands of dollars on food and drinks for fundraising expenses, including many allegedly incurred during quarters when no fundraising income was reported — these are some of the examples cited in a complaint against Bristol Warren State Representative and House Finance Vice Chairman Kenneth A. Marshall (D-68) filed with the Board of Elections on Wednesday, June 20.

The complaint was filed by Nathan Carpenter, Secretary of the Progressive Democrats of Rhode Island, on behalf of that organization and their presumptive candidate, Laufton Ascencao.

In total, the complaint alleges more than $15,000 in campaign funds were misappropriated by Rep. Marshall. It further suggests that more than 40 of the 115 listed expenses were incurred during periods in which Rep. Marshall reported no fundraising income. The majority of the expenses listed in the complaint were incurred in 2016 and later.

According to Mr. Carpenter, “Representative Marshall is currently overseeing a budget of more than 9.6 Billion dollars, we feel the taxpayers of Rhode Island deserve to know whether he is breaking the law. He has struggled in the past to be honest about his campaign finances and we don’t believe his word alone should be trusted when he says these funds were used to help his constituents. In just the last few weeks alone, he has been the lead sponsor of legislation to finance projects including an incineration plant and the lead sponsor on a bill (H8013) that would dramatically increase vehicle repair costs for consumers, both bills just so happen to only help donors who have given thousands in dollars of political contributions. I don’t see how it is any different than a bribe to take thousands in dollars in donations from lobbyists and then buy yourself drinks, cigars, and vacations to resorts. Rhode Islanders deserve better than a Representative who puts himself up for sale.”
