Council approves lowest bid of some $1.43 million by Johnson Landscaping

EAST PROVIDENCE — Known formally as the "Kent Heights Recreational Facility" for the purposes of its refurbishment, the project to completely re-envision the park located in the eponymous section of the city now has a contractor in place.

At its Tuesday, Jan. 9 meeting, the Council backed the administration's recommended vendor, Johnson Landscaping Inc., located in Pawtucket, which submitted a figure of $1,429,486.50.

The winning bid was the lowest of the four received. East Coast Landscaping & Construction, Inc. of Portsmouth bid $2.365 million, Central Nurseries, Inc. of Johnston bid $2,386,296 and Site Tech Corporation of Providence bid $2,031,000.

The bids were required to take into account "construction of new and renovated athletic courts, multi-use fields, a dog park, pedestrian surfacing and plaza, miscellaneous earthwork, stormwater controls, and planning improvements and soil erosion with sediment control measures located on Clyde Avenue," the access road to the park.

Project budget
Last week, the Council gave the second of two necessary approvals to an ordinance redistributing funding in the amount of $1 million in federal American Rescue Plan Act monies for the project. The body initially made the move at its December 19, 2023 forum.

The administration gained access to a $400,000 Rhode Island Department of Environmental Management “Rec Grant” for the project a year-and-a-half ago.

The RIDEM Rec Grant requires at least a 20 percent match from municipalities. The previous Council approved met that and thensome by approving $150,000 in the city's Fiscal Year 21-22 Capital Budget.

Riverside Rec lights
In addition to the Kent Heights Park project, the Council backed a measure appropriating $191,550 from the current FY Capital Improvement budget towards the purchase and installation of Musco Sports Lighting system at the Riverside Rec Field.

The system, consisting of six poles and 18 fixtures, will be placed at the Rec Field proper between the softball and baseball diamonds where local youth sports teams, most notable the East Providence Jr. Townie football and cheer program, practice and play throughout the year.
