Tiverton council names McGreevy town administrator

TIVERTON — Tiverton has a new town administrator. He is Paul E. McGreevy, 57, of Newport, and he starts with the town on Monday, June 5.

By a series of divided votes, and after some debate, the Tiverton Town Council made decisions about hiring him, his salary, and vacation and sick leave at its meeting Monday night.

The vote to hire him was 5-1-1, with councilors Patricia Hilton, Randy Lebeau, Joe Perry, Christine Ryan, and Denise deMedeiros voting yes, council President Joan Chabot abstaining, and John Edwards voting no.

The vote on the issue of Mr. McGreevey's salary was 4-3 in favor of $90,000, not a higher figure of $93,000, for the first six months, and thereafter an increase to $93,000 for the rest of the first year of what could become a three-year contract.

Councilors Edwards, Perry, Lebeau, and Chabot voted yes for the lower initial figure, and councilors Hilton, DeMedeiros, and Ryan favored $93,000 from the outset.

"I'm very comfortable with $93,000," said Ms. Hilton, who said that the $90,000 figure is less than a department head's salary (the police chief's) the administrator would be supervising.

The final vote pertained to vacation and sick leave in the administrator's contract, with all councilors voting yes in favor of four weeks of vacation and 10 sick days annually, beginning on the hire date, while councilor Edwards voted no on that proposal.

Mr. McGreevy, who watched quietly, mostly from the sidelines, then briefly from the witness table, said of his new appointment, “It's going to be a fun ride." Asked how he felt about coming to Tiverton, he said "Oh, I love it. I'm looking forward to it."

The search for a new town administrator began in late February, after the council decided not to reappoint Matt Wojcik, who had served in that position since 2014.

After a review of applications by the town personnel board, public interviews were conducted May 2 by the town council with three candidates, with a subsequent executive session held at a later date to decide upon a finalist.

Mr. McGreevy has most recently (since 2015) been an adjunct fellow in the field of cybersecurity and strategic planning at the Pell Center for International Relations and Public Policy at Salve Regina.

He was director of the Department of Business Regulation for the State of Rhode Island from 2011-2015, overseeing state laws mandating the regulation and licensing of designated businesses (including casinos), professions, and occupations.

From 2009-2010 he was a consultant in technology strategy and architecture and business development with DeLoitte Consulting, LLP.

For nine years, from 2000 to 2009 he was a consultant with BearingPoint Consulting in the Washington, D.C. area, and for another five years from 1995-2000 was a Providence consultant with KPMG, and for those years worked in the field of strategic planning and development, and policy analysis.

Mr. McGreevy was in the U.S. Navy for 13 years, rising to the rank of lieutenant commander.

He is a graduate of the University of Virginia (B.A., 1982, foreign affairs and economics), and holds masters degrees from both Boston University (1988, international relations), and the Naval War College (1993, national security affairs).
