WARREN — A former South Kingstown man was charged early last Friday with failing to register as a sex offender, a felony, after police established that he had been staying in a Sisson Street home since the beginning of August without registering with the Warren Police Department, as is required by law.
Timothy Brent Samspon, 26, of 19 Sisson St., Apt. 1, was arrested when Warren police served a warrant at his home at 4:25 a.m. He made his initial appearance in Sixth District Court Friday morning and was ordered held at the ACI in lieu of bail. He faces a pre-arraignment conference in October.
Warren Police Lt. Roy Borges said Mr. Sampson is classified as a Level II offender. According to the Rhode Island Sexual Offender Registry, that level signifies the offender has a “moderate risk” of re-offense.
There is no record of Mr. Sampson’s sexual offense in the Rhode Island Criminal Information Database. However, the database shows a long string of arrests, convictions and no contest pleas for breaking and entering, felony conspiracy, simple assault, assault with intent to commit felonies, and escaping from custody.
