It is the gift that kept on giving… until now. 

For more than two years, Barrington has dipped into its bag of ARPA funding to pay for all sorts of projects and purchases.

But this month it ends. 

At the end of December, the town will have earmarked its entire allotment of American Rescue Plan Act money. The millions in federal funding — designed to help communities cope with the pandemic — included a Dec. 31, 2024 deadline. All the funding needed to be obligated by the end of this year, and it must be spent by Dec. 31, 2026. 

Barrington received $4,723,844.22 in ARPA money from the federal government. Officials in Barrington have relied upon it for infrastructure improvements, equipment expenditures, safety enhancements and plenty more. 

On Monday night, Dec. 9, members of the Barrington Town Council voted to award the last of the town’s ARPA funding — $1 million to the Haines Park athletic field renovation project, and $8,660 to the Bayside YMCA for repairs to its outdoor pool. 

Barrington Town Manager Phil Hervey said the federal funding has been critically important. 

“The ARPA money’s been a God-send,” Hervey said during an interview last week. “It’s paid for a lot of big needs for the town, like the rooftop HVAC that was failing at the library. That was a huge project. It’s done a lot of good for the town. And that’s not our local taxpayers, not from our local town budget.”

As the deadline to obligate funding approached, town officials dedicated $106,375 to the Bayside YMCA for renovations to the club’s outdoor pool. And in early November, the former Barrington Town Council used $55,900 in ARPA funding to pay for a new flagpole plaza installation located near the southern entrance to the town hall property.
