Man smoking pot behind wheel charged with DWI in Portsmouth

PORTSMOUTH — Most people are charged with driving while intoxicated after they’ve had too much alcohol to drink. 

However, an East Providence driver was arrested last week after it was determined he had become impaired after smoking marijuana.

Around 9:50 p.m. on Friday, March 12, Mario D. Ledo, 21, of 26 Laura St., was pulled over by Portsmouth Police on Route 24 South at Sprague Street for multiple moving violations. 

While interacting with Mr. Ledo, officers said they observed indicators that he had been operating the vehicle while impaired. The driver submitted to a standard field sobriety test which he failed, police said.

“The suspect explained that he regularly smokes marijuana and was just smoking marijuana while operating his motor vehicle,” the police report stated.

Based on that statement, the driver’s performance on the field sobriety test and observations made by officers on the scene, Mr. Ledo was charged with driving while intoxicated (first offense).

During an inventory search of the vehicle, police found fresh marijuana as well as some that had recently been smoked, police said.

Mr. Lido agreed to a chemical blood test, which was conducted at Newport Hospital, police said. He was then held at the police station, given a summons to appear in court and later released to a sober driver.

Saturday, March 13

Tyler Harvey, 32, of 105 Inea Drive, North Kingstown, was arrested on a 6th District Court bench warrant after his vehicle was stopped on Route 24 at Cedar Island shortly after 1 a.m. for a traffic violation. 

Christopher M. Perry, 33, of 969 West Main Road, Apartment 6504, Middletown, was charged with being a fugitive from justice. A patrol officer with knowledge of two 2nd District Court bench warrants for Mr. Perry’s arrest saw him walking on a sidewalk in the area of 2721 East Main Road around 12:15 p.m., according to police. He was taken into custody without incident, police said.

Samuel B. Harrington, 25, of 21 Money Ave., Warwick, was charged with violating a no-contact order after his vehicle was pulled over for speeding on West Main Road near Raytheon around 4:15 p.m. Police said Mr. Harrington had an active no-contact order with a passenger in the vehicle, a 26-year-old woman from Warwick. Mr. Harrington was held at the police station pending transport to the Adult Correctional Institutions in Cranston, police said.

Jaquan D. Richardson, 22, of 12 Dubois St., Portsmouth, was charged with possession of stolen vehicle parts, domestic assault, simple assault, and domestic vandalism with malicious injury to property. Officers responded to Mr. Richardson’s home around 7:25 p.m. in an attempt to locate a suspect who had been involved in a domestic assault. Police determined that the night before, Mr. Richardson had pushed a 20-year-old female from Portsmouth onto a bed, punched the bedroom wall, and ripped off a closet door, police said. Mr. Richardson also took the victim’s vehicle without her consent, according to police, who said they later found the suspect to be in possession of the vehicle’s key. While Mr. Richardson was in custody, he assaulted an officer by spitting in their face, police said. 

Damian K. Woodlyn, 47, of 154 Ormerod Ave., was charged with disorderly conduct (fighting/tumultuous behavior) at his home around 11:30 p.m. Police responded there to investigate a report of an intoxicated man who had instigated an argument with a neighbor, police said.
