Man with toddler in car charged with DUI, assault in Portsmouth

PORTSMOUTH — A 37-year-old Middletown man who was pulled over with a toddler-aged child in his vehicle was subsequently charged with driving while intoxicated and assault on Saturday, May 8.

According to police, a vehicle driven by Chad A. Mitchell, of 447 Turner Road, was stopped for multiple moving violations on East Main Road shortly after 8 p.m.

Mr. Mitchell had bloodshot and watery eyes, his speech was slurred and a strong odor of recently consumed alcohol emanated from his mouth, according to police. 

He failed the standard field sobriety tests and he was charged with driving while intoxicated with a passenger under the age of 13 (first offense).

Back at the police station, police said Mr. Mitchell resisted being placed in a male holding cell and assaulted officers while doing so. For that, he was also charged with simple assault and obstructing officers in execution of duty. 

Police also cited him for refusing to submit to a chemical test. He was held at the station pending his arraignment.

Saturday, May 8

Antonio M. Emanuel, 55, of 725 Second St., Fall River, was charged with driving while intoxicated (first offense), and driving without an active license, after being pulled over for multiple laned roadway violations on Chase Road around 12:35 a.m. Mr. Emanuel was also cited for refusing a chemical test, police said. 

Payton D. Lee, 209, of 29 Cypress Ave., Tiverton, was charged with underage possession of alcohol after a vehicle in which he was a passenger was pulled over on West Main Road at Melville School just before 2 a.m.

Monday, May 10

Anthony J. Boyd, 20, of 2701 East Main Road, Apt. 2, was charged with driving without an active license after being pulled over on East Main Road around 4:30 p.m. for multiple equipment violations.
