Warren Police Log: Traffic surveyors cause 'suspicion,' cases of 'good samaritans'

The following is a synopsis of Warren Police logs from Monday, Feb. 3-Sunday, Feb. 9:

Monday, Feb. 3

Officers were called to the scene at a Child Street establishment around 4 p.m. where an "elderly female" entered an establishment thinking it was open only to trip the alarm at the location which was actually closed. Upon arrival, the officer reported all doors were secure and the woman left the premises without incident.

A Warren man was arrested on multiple driving infractions following a motor vehicle accident on Metacom Avenue at just after 4 p.m. Police received a call of a hit-and-run incident between a car and a school bus. Responding officers determined the bus was not occupied, except for the driver, and there were no injuries. After further investigation, officers arrested Antonio M. DaCosta, 49, of 331 Metacom Ave., Apt. #3, on the following charges: DUI of liquor - blood alcohol concentration unknown - 1st offense; refusal to submit chemical test; failure to stop for accident resulting in damage to vehicle; vandalism/damage to public property. The man was arraigned and later released at approximately 6:20 p.m.

Tuesday, Feb. 4
Contractors conducting a traffic survey caused a bit of consternation for a couple of residents in and around the 6 p.m. hour. At about 5:55 p.m., an officer was flagged down by a homeowner on Kinnicutt Avenue reporting a an unwanted vehicle was parked on his lawn. Upon further investigation, the driver was found to be surveying the road and quickly moved on. Officers responded to a similar incident some 45 minutes later on Vernon Street after receiving a call of an occupied vehicle being parked in the cemetery for several hours. Again, the driver of the vehicle was a traffic surveyor performing their duties.

Police responded to a third "suspicious" call later in the evening, this one of a party attempting to access several doors of an establishment on Market Street at about 10:15 p.m. The officer on scene eventually found an employee who had forgotten he keys inside the location and was attempting to alert the manager to open the door of the locked premises.

Wednesday, Feb. 5
Police were a party to a "good samaritan" case when a clerk at a Main Street business returned a lost debit card to headquarters at just after 3 p.m. Officers tracked down the owner of the card, who eventually picked up the missing item at headquarters at about 8:15 p.m. the same evening.

Thursday, Feb. 6
Police were called to the scene to investigate potential suspicious activity at a Cutler Street residence. The caller reported she was in the hospital and received a call from a neighbor who stated the screen to her window was "popped out." The caller was concerned personal items could be stolen. The responding officer found everything the caller mentioned was accounted for. The officer was told a friend of the caller would soon arrive to secure the aforementioned belongings as well as care for the person's cat.

Friday, Feb. 7
Another case of good citizenship occurred early in the morning at around 9 a.m. when an employee of a local business found a cell phone and brought in into Warren PD headquarters. The owner of the phone was contacted shortly thereafter and later picked up the missing item at about 3:30 p.m. the same day.

Police responded to an accident involving a motorcycle and a parked vehicle on Bay View Avenue at about 11:20 a.m. The operator of the bike was found conscious and alert by the responding officers. The driver was eventually transported to hospital for observation.

A case of stolen items ended with the owner of the establishment opting not to pursue charges upon their return. Police answered a larceny call at about 2:45 p.m. on Water Street. Officers were told two older females, one with "redish (sic) hair and wearing a puffy jacket" and a young female, wearing an "olive green jacket with a crossbody bag," had departed the location with stolen property. The suspects were eventually on Miller Street. They were escorted back to the Water Street site where they "made the shop owner whole." Said owner then decided not to press charges.

Sunday, Feb. 9
Just after midnight, at about 12:40 a.m., police arrested a Warren man on an driving under the influence charge after he was determined to be the operator of a vehicle that struck a town snow plow on Child Street and Arlington Avenue. Jeffrey L. Bibeau of 169 Child St., was arrested on a charge of DUI of liquor - .15 or greater - 1st offense. The operator had his dog with him in the vehicle at the time of the incident. The dog was taken to the animal shelter. The suspect was taken to headquarters where he was eventually arraigned and released at 7:30 a.m. The canine was also returned to the owner at about 8:15 a.m.
