PORTSMOUTH — Here are recent highlights from the Portsmouth Police report:

Monday, July 10 

Justin Chaffin, 30, of 39 Birchwood Drive, was charged with domestic assault after a 30-year-old family member reported she had been assaulted by Chaffin, police said. Police issued an arrest warrant, and Chaffin turned himself in at the police station at about 8:20 a.m., according to police. He was later transported to 2nd District Court for his arraignment.

Jose Alberto Vega, Jr., 52, of no permanent address in Newport, was charged with first-degree child molestation following an investigation by the Portsmouth Police Detective Division, police said. Detectives established enough probable cause to issue an arrest warrant, and Vega was taken into custody at 560 Thames St., Newport, by members of the R.I. Violent Fugitive Task Force at about 11:45 a.m., police said. He was processed and transported to 2nd District Court for his arraignment.

Gavin Richard Bicho, 19, of 96 Dianne Ave., was charged with identity fraud, first offense, at about 1:30 p.m. In June, the department was made aware of an individual who had been purchasing fraudulent driver’s licenses and distributing them to people within the town, according to police. Following an investigation, it was determined that probable cause existed to seek an arrest warrant for Bicho, who was then taken into custody at his home, police said. He was transported to 2nd District Court for his arraignment.

Tuesday, July 11

Two men living at 120 Rhode Island Boulevard were charged with domestic assault following an altercation over ongoing household chores, according to police. Officers responded to their home shortly before 9 a.m. to investigate a report of an assault that had just occurred, police said. They arrested Nicholas J. Dupre, 30, and Stephen Dupre, 28.

Friday, July 14

Brian Linhares, 42, of 25 Cove St., was charged with domestic assault around 2:05 a.m. after a 31-year-old women from Portsmouth reported she had been assaulted by him and was attempting to leave the residence in his vehicle, police said. 

Alexandra E. Tiedemann, 32, of 107 Bellevue Ave., Apt. 4, Newport, was charged with violating a no-contact order. The arrest took place after officers pulled a vehicle over on East Main Road at Selina Road around 1:30 p.m. because it was traveling dangerously close to the vehicle in front of it, police said. After running a records check on the occupants, officers discovered there was a no-contact order in place between Tiedemann and a 29-year-old Newport man who was also in the vehicle, police said.

Todd Michael Gagne, 46, of 22 Sunset Ave., was charged with domestic assault after officers responded to his home around 8:50 p.m. to investigate a report of a disturbance, police said. While speaking to the victim, a 36-year-old woman from Portsmouth, officers observed injuries to her arms and a cut on her lip, both consistent with a physical altercation, according to police. 

Saturday, July 15

Arthur Richard Gaskell IV, 22, of 4 West Evans St., Newport, was charged with domestic assault and domestic refusal to relinquish a telephone at about 4:35 a.m., police said. Officers had earlier gone to 21 Dubois St. to investigate a report of a domestic dispute that was taking place, and learned that Gaskell had assaulted a 27-year-old woman from Portsmouth, according to police. Gaskell had left the scene before officers arrived, but Newport Police placed him in custody at his home. Portsmouth Police then responded to Newport and took custody of Gaskell.

Sunday, July 16

Dennis James Milbourne, 47, of 30 Tucker Ave., Tiverton, was charged with domestic disorderly conduct and obstructing an officer in execution of duty, police said. Police responded to a Water Street home around 7:15 p.m. to investigate a report of a disturbance, police said. They spoke with Milbourne, who appeared to be inebriated and interfered with the officers’ investigation, according to police. He was booked at police headquarters and secured in a cell, where he continued to be uncooperative with officers, police said. The victim was a 35-year-old woman from Portsmouth, police said.
