Two people arrested on drug charges in Portsmouth

PORTSMOUTH — Two out-of-towners were arrested on drug charges in separate incidents over the past week.

On Thursday, May 18, Brandilee Crystal Raposa, 37, of 4980 North Main St., Fall River, was charged with possession of a controlled substance after the vehicle in which she was riding was pulled over on West Main Road at Mobil art about 1:40 a.m.

Police said the vehicle was stopped because a rear taillight was not working.

Officers observed drug paraphernalia throughout the vehicle, and during a narcotics search found three needles with suspected liquid heroin inside, according to police. 

On Friday, May 19, Dylan J. Ploude, 21, of 255 American Legion Highway, Westport, was charged with possession of a controlled substance and illegal possession of a weapon other than a firearm, police said. 

Ploude was pulled over on Route 24 North at Cedar Island at about 1:30 a.m. because he was using a mobile phone and there was an obstruction on the rearview mirror, according to police.

While speaking with Ploude, officers observed what appeared to be a large cutting instrument stuffed on the side of the driver’s seat and against Ploude’s right thigh, police said.

During a search of the vehicle, officers found six glassine bags of suspected fentanyl in Ploude’s wallet, according to police.

Monday, May 15

Andrew Scott Goddard, 32, of 176 Norfolk Ave., Floor 1, Pawtucket, was charged with driving a vehicle without the consent of its owner. The arrest was the result of an investigation by the Portsmouth Police Detective Division in regards to a stolen vehicle complaint. An arrest warrant was issued and members of the R.I. Violent Fugitive Task Force took Goddard into custody at his home around 9:50 a.m. without incident, police said. He was transported back to the Portsmouth Police headquarters, where he was processed and transferred to 2nd District Court for his arraignment.

Richard Stan Hart, 36, of 72 Long Meadow Road, was charged with domestic assault after officers were dispatched to his home around 6:15 p.m. for a reported domestic incident, police said. The victim was a 38-year-old Portsmouth woman, according to police.

Jamison Michael Quinn, 19, of 14 Denison, Middletown, was charged with obstructing a police officer while in execution of duty, and underage possession of alcohol. While checking the property of the Glen Manor House at about 8:20 p.m., officers observed three males sitting on the dock behind the historic home, and they were in possession of alcohol, police said. Quinn, according to police, “attempted to deceive officers by providing an incorrect date of birth in order to appear over the age of 21.”

Tuesday, May 16

Cara Marie Parsons, 36, of 28 Stanley Ave., Berkley, Mass., was charged with disorderly conduct and obstructing an officer while in execution of duty. She was a passenger in a vehicle that was stopped on West Main Road at Mobil at about 9:15 p.m. because it did not have a taillight, police said. Parsons because belligerent when officers attempted to remove her due to the towing service, police said. She began to yell and prevent officers from towing the vehicle from the scene, police said.

Thursday, May 18

Jada M. Simmons, 20, of 16 Fillmore St., Newport, was charged with obstructing an officer while in execution of duty after being pulled over for multiple motor vehicle infractions in the area of Neon Marketplace, 3302 East Main Road, at about 4:20 p.m. Officers’ initial attempts to identify the driver with the provided information were unsuccessful, police said. Simmons was held overnight without bail under her 2nd District Court hearing the following morning, police said. 

Saturday, May 20

Linden Harold Boulden, 32, of 90 Girard Ave., Apt. 11, Newport, was charged with driving under the influence (DUI), first offense, after his vehicle was stopped on West Main Road for speeding and multiple roadway violations just before 1 a.m., police said. Boulden was also cited for refusing to submit to a chemical test.

Matthew David Miner, 41, of 527 Mammoth Road B, Londonderry, N.J., was charged with DUI, first offense, after his vehicle was pulled over on East Main Road at Randall Lane around 11:10 p.m. According to police, they received a report that a Jeep Grand Cherokee had been operating erratically after leaving the area of Greenvale Vineyards. The vehicle was located on Randall Lane with no front license plate, according to police. 

Sunday, May 21

Stephen V. Ajemian, 56, of 178 Canonchet Drive, was charged with DUI, first offense, after being pulled over for running a stop sign in the area of Park and Ormerod avenues around 5:25 p.m., according to police.
