Jim Hartnett will retire in September; select board eyes re-structure of office staff

Town administrator James Hartnett will retire in September, closing out a four-year term as the town’s chief municipal official.

“Very fortunate,” he told select board members Monday of his time here. “Westport has some great staff — we have some great people here, not always appreciated by the public, but we are fortunate. It’s been great.”

Hartnett was hired to replace former administrator Tim King, and served as assistant town administrator, and planner, prior to that promotion. While he said he has enjoyed his time here, he and select board members noted that his departure brings an opportunity to revise roles and responsibilities within his office.

Currently, the select board office has three paid officials — Hartnett, secretary Denise Bouchard, and administrative assistant and principal clerk Paula Brown. Bouchard plans to retire in August.

“The town administrator has a great number of responsibilities,” chairwoman Shana Teas said. But a 2005 report commissioned by the town suggested changing the secretary position Bouchard currently holds to one of an assistant town planner with human resources and procurement responsibilities.

Board members Jake McGuigan and Craig Dutra agreed to work with members of the personnel board to revise the job title and responsibilities, and hope to have answers by next meeting so the revised position can be posted.

Such a move would likely cost the town more in salaries, they added, but Hartnett noted that voters at this year’s town meeting agreed to increase the select board budget by $50,000.

“If we could give that position a little bit more HR responsibility,” he said, “it’s going to make a big difference.”
