Workers started milling down southern Water Street Monday morning, grinding up three to four inches of blacktop in preparation for the laying of a new "binder coat" of asphalt later this week.
The plan is to continue milling north toward Main Street, hopefully finishing the grinding and binder coat by Friday. After that, DPW Director Jan Malik said, crews will let the binder coat sit a month to check for any issues, before a final, top coat of asphalt is applied.
