Barrington posts job listings for director of planning and finance director

Barrington is looking to fill two key administrative positions in the municipal government. 

The town is listing job openings for the director of planning, building and resilience, a post currently filled by Teresa Crean, and for finance director, which is held by Kathy Raposa. 

In an email to the Barrington Times, Raposa confirmed that she is retiring. The Times sent an email to Crean, but has not heard back yet. 

Raposa has been working for the town for more than 10 years. At the time she was hired in Jan. 2014, Raposa had nearly two decades of municipal experience. She served previously as the Warren finance director, and for five years prior to arriving in Barrington, she worked as finance director for East Greenwich. 

Crean has worked for Barrington since Jan. 2022. She has played an active role in a number of recent projects, including improvements at Walker Farm. She also helped organize the recent CompPlanPalooza, an event geared around the 10-year update of the town’s comprehensive plan. Crean worked previously as a coastal community planner at the University of Rhode Island’s graduate school of oceanography in the Coastal Resources Center. 

Barrington offers six-figure salaries for both the finance director’s position and the director of planning, building and resilience. 

According to the job listing for the director of planning, building and resilience on the town’s website, the position includes a salary range of $95,000 to $105,000, while the salary range for finance director is $125,000 to $140,000.

The finance director job listing offers a description of the ideal candidate: “Strong leadership and supervisory skills to lead and develop our Finance Team; Possess comprehensive knowledge of municipal operations and the principles and techniques of financial management and budgetary control; Ability to analyze and interpret financial data and to present findings clearly in written and oral form.”

The listing for the director of planning, building and resilience details the job requirements: “The Director will take the lead on all planning and resilience functions of the Department, working in coordination with the Planning/Zoning Assistant, Communications and Economic Development Officer and consulting Resilience Planner. This includes reviewing plans for compliance with the Town’s Land Development and Subdivision regulations and zoning bylaws; providing memorandums and administrative support to the Planning Board, and Technical Review Committee; managing the development of plans including the 10-year Comprehensive Plan update, Complete Streets implementation plan, a new Climate Action Plan, and two State planning initiatives involving the Town (all ongoing); planning community engagement events and messaging; developing the annual Capital Budget and 6-Year Capital Improvement Program. In addition, the Department is responsible for writing and administering grants and implementing various planning initiatives.”
