Rain the day prior certainly didn't dampen the atmosphere for the 2024 edition of the East Providence Arts Council's "The Looff" Festival, which took place Sunday, Aug. 11, at Crescent Park in Riverside rather than August 10 as originally scheduled due the remnants of Tropical Storm Debby.
