The East Bay Community Action Program, known to most by its EBCAP acronym, recently announced a series of changes in upper management spurred by the retirement of long-time president and Chief Executive Officer Dennis Roy.

Roy stepped away from the posts earlier this month. Rilwan K. Feyisitan Jr., of Johnston, has been named in Roy’s stead. He comes to EBCAP from the Community Action Partnership of Providence County (CAPP).

Feyisitan began transitioning into the role with the aide of Roy the first week of December. The new top administrator will officially take over the position on January 17, 2023.

Of the hire, EBCAP Chairman of the Board Jim Vincent said, “Rilwan is no stranger to the mission and vision of community action and that’s why we are very excited to welcome him as our new President and CEO. As a proven leader, Rilwan brings a wealth of knowledge and an undeniable commitment to improving the lives and livelihoods of underserved populations in communities throughout Rhode Island. We are all looking forward to his input and guidance as EBCAP moves towards future growth and development.”

Feyisitan has more than 20 years of experience in advancing the causes of community engagement, health equity, and socioeconomic enhancements both locally and regionally. He also has wide-ranging experience working with communities of color, low-income families, senior populations, individuals with disabilities, the refugee community, and the LGBTQI community.

Over the past nine years, Feyisitan worked in various leadership positions for CAPP including Director of Operations, Deputy Director, and his most recent position as President and CEO. His vision and resolve were instrumental in enhancing the development of CAPP’s short- and long-term organizational objectives as well as cultivating partnerships with community-based and government leaders to affect change and opportunities for individuals and families in Providence and surrounding communities.

Prior to working for CAPP, Feyisitan was the Chief Administrator for the Rhode Island Department of Health’s Office of Minority Health. In this position, he provided guidance and support to RIDOH’s goal of eliminating racial and ethnic health disparities and advancing economic, education, social and political equity. Feyisitan also supervised and coordinated RIDOH’s Minority Health Promotion Programs, Refugee Health Program, Federal CLAS Mandate Coordination & Language Access, and Emergency Preparedness for Vulnerable Populations.

“I am very fortunate to now be associated with two dynamic organizations committed to empowering and strengthening communities,” said Feyisitan. “As essential resources for individuals in need, both CAPP and EBCAP find their strength from those that serve and care for the most vulnerable in our communities.

And, at the same time, it is what I look forward to in my new role at EBCAP. Collaborating, leading, and succeeding alongside a committed staff determined to make a difference in lives of those they serve.”

EBCAP also announced the promotion of Stephanie McCaffrey as the organization’s next Vice President, Chief Innovation and Strategy Officer. In this position, the Coventry resident will create strategic and diversified business opportunities; identify new innovative and transformative partnerships; and implement new technologies to improve operational efficiency.

“Stephanie is a decisive and focused individual who has helped strengthen the viability of the agency since joining EBCAP 16 years ago,” said Roy. “We look forward to Stephanie continuing to develop agency-wide initiatives and cultivating new business opportunities.”

McCaffrey received her B.A. in Psychology from the University of Rhode Island and a Master of Social Work from Rhode Island College.

She joined EBCAP in 2006 as its Vice President of Health Services. In 2018, she was named Vice President of Health Administration /Chief Strategy Officer overseeing strategic planning, program development, grant writing, and health center administration.

Also this month, EBCAP honored Roy by dedicating its East Providence/Bristol County Headquarters at 100 Bullocks Point Ave. in East Providence in his name.

According to the organization, “The Dennis Roy Building” recognizes Roy’s “commitment and dedication to the organization as he retires after 34 years of distinguished service as EBCAP’s President and CEO.”

“Naming our Bullocks Point Headquarters the Dennis Roy Building is only fitting,” said Vincent. “Dennis has always led by the guiding principle that EBCAP meets clients where they are … no matter what door they walk through seeking services, it’s the right door. That guiding principle will now lead people right through the doors of the Dennis Roy Building.”
