The following is the Warren Police
Department weekly arrest blotter:
Saturday, Sept. 12
Officers arrested Toddy Scorpio, 40 and of Warren, at approximately 7:26 p.m. on an outstanding arrest warrant issued for Failure To Appear for an arraignment on a DUI charge out of the WPD. He was transported to the ACI Men's Intake facility to await his morning arraignment.
Evan Fernberg, 36 and of New Bedford, was stopped on Child Street for motor vehicle violations at approximately 10:37 p.m. After investigation, Fernberg failed a series of field sobriety tests and taken into custody without incident. He was arraigned and picked up at police headquarters by a family member. Fernberg was charged with DUI (First offense Unknown BAC and given a future District Court date.
Sunday, Sept. 13
Kristin Ulmschnedier, 52 and of Warwick, was arrested after failing to stop for an officer who attempted to pull her over for a motor vehicle violation at approximately 2:16 a.m. Ulmschneider did eventually stop and was taken into custody by officers. She was charged with Eluding Law Enforcement Officers and Reckless Driving. She was later transported to the Rhode Island State Police Lincoln barracks after a similar warrant had been issued by their agency.
Paulo Silva, 51 and of Warren, was arrested after Trespassing onto the property of a residence on Brown Street at approximately 5:29 p.m. The tenant there had previously requested a No Trespass Order for Silva, who violated the order. He was taken into custody after he was attempted to leave the area. Silva was transported to Rhode Island Hospital and then issued a future District Court date.
Monday, Sept. 14
Andrew Walsh, 40 and of Warren, was arrested following a verbal altercation with construction workers at a residence on Child Street at approximately 8:49 a.m. Officers were already present on scene on a hired detail as the company conducting the work had anticipated there being an issue with Walsh. After a brief verbal altercation, Walsh was taken into custody and charged with Disorderly Conduct. He was transported to District Court for his arraignment.
An officer on patrol observed suspicious behavior from a male on a bicycle at approximately 6:14 p.m. The male attempted to flee from the officer, however officers were able to apprehend the male subject identified as Christopher Hughes Duarte, 35 and of Providence. Hughes Duarte stated he was fleeing from officers because he was in possession of Fentanyl. The narcotics were located on his person and he was taken into custody. Hughes Duarte was charged with Possession of Fentanyl, Possession of Weapons Other Than Firearms and Obstructing Officer In Execution Of Duty. He was transported Rhode Island Hospital for evaluation and then to the ACI Men's Intake Facility.
