Portsmouth: Man charged with DUI had 2 minors in vehicle

PORTSMOUTH — A 32-year-old man from Hartford, Conn. had two young children in his vehicle — ages 1 and 6 — when he was charged with driving under the influence (DUI) on Saturday, July 6.

Officers from the Portsmouth Police Department’s Patrol Division pulled over a vehicle on Middle Road at Stubtoe Lane shortly before 9 p.m. after it had been observed crossing the roadway’s painted centerline, police said.

During the traffic stop, officers observed the two minor children in the vehicle’s rear passenger sears.

Following an investigation the driver, Jhonny Cespedes-Gil, of 80 Mapleton St., Hartford, was charged with DUI with a child passenger under 13 years of age.

Cespedes-Gil was later released with a summons to appear in Newport County District Court on July 18. The minor children were released to the custody of family members on scene.

This incident was one of five DUI arrests made between Thursday, July 4, and Sunday, July 7, as part of the department’s enhanced DUI enforcement operations, according to police. 

Here are some other recent arrests made by the Portsmouth Police Department:

Monday, July 1

Adilson A. Pires, 29, of 13 Barnum St., Taunton, Mass., was arrested after a patrol officer saw him drinking an alcoholic beverage in public in the area of Railroad Avenue near the Sakonnet River Bridge at about 5:30 p.m. Pires initially refused to provide identification, according to police. He was charged with obstructing an officer in execution of duty, and drinking in public. 

Tuesday, July 2

Jeffrey Pires, 46, of 51 Canonicus St., Tiverton, turned himself in at the police station shortly before 6 p.m. on a warrant stemming from a domestic disturbance charge, police said. Pires was found to have vandalized and illegally entered a vehicle owned by a 44-year-old woman from Dunnellon, Fla., as well as harass her through a mobile communication device, police said. He was charged with domestic vandalism, with malicious injury to property; injuring or tampering of vehicles; and domestic cyberstalking or cyber-harassment.

Thursday, July 4

Elizabeth Anne McCarthy, 31, of 20 Chatman St., Apt. 1, Providence, was charged with driving under the influence (DUI), first offense, after being pulled over on Route 24 North at Hummock Road shortly after midnight. McCarthy was also cited for refusing to submit to a chemical test.

Geovanni Rodriguez, 40, of 8 Honeyman Ave., Apt. B, Middletown, was charged with DUI at about 1:50 a.m. Officers pulled Rodriguez over on East Main Road at Walgreens after receiving a report of an erratic driver and observing him committing multiple traffic violations, police said.

Angel Manuel Hernandez Lopez, 21, of 335 Broadway, Apt. 3, Newport, was charged with DUI at about 10:20 p.m. following an accident on East Main Road in front of the fire station, police said. He was also cited for refusing a chemical test. 

Saturday, July 6

Edward Dasilva, 55, of 376 Montaup St., Fall River, was charged with DUI at about 6:10 p.m. While on a stationary traffic post in the Boyds Lane area, officers observed that Dasilva and a passenger did not have their seatbelts on, according to police. The vehicle was later pulled over after it was seen swerving out of its lane and following a car in front of it too closely, police said. Dasilva was also cited for refusing a chemical test.
